理念宗旨

台灣室內空氣品質協會創會會長鄭茂錫

結合從事室內空氣品質相關學界與業界人士，共同推動室內空氣品質之研究發展與實務應用，催生室內空氣品質管理法及相關子法之訂定，以提高國人居住品質，確保國人身體健康為目的。

台灣在21世紀，面臨室內空氣品質及居住健康危害等問題，在「健」築居住環境中，不論新舊建築都必須面對「室內環境品質」日益惡化的課題改善，尤其在高溫高濕氣候的台灣，建築比例高達97％為「病態建築」〈Sick Building〉，危機駭人聽聞，應避免悲劇繼續上演。

隨著專家研究報告不斷提出，世界各國政府紛紛開始關注此一議題，民間NGO紛紛成立室內空氣品質〈INDOOR AIR QUALITY，簡稱IAQ〉組織，共同監督立法，經過多年來的發展，各國早已對室內空氣品質，以法規訂立標準，並嚴格實施；反觀台灣，正在進行室內空氣品質管理法相關法律之立法，顯有不及國際腳步，應加速催生。

隨著2004年世界衛生組織〈WHO〉發布，甲醛為確定的致癌物質，加上近年來富含甲醛的黑心建材充斥市面，並造成居住使用之消費者產生實際身體之損害，國內媒體與消費者開始關注此一議題；更進一步的研究發現，在高溫高濕氣候的台灣，有高達87％的病態屋〈Sick House〉，並造成病住宅症候群〈SHS〉、病建築症候群〈SBS〉、建築關聯症〈BRI〉及多重化學過敏症〈MCS〉等疾病發生，而病態屋之產生，與建築物之設計者、施工者及使用者之認知差異，及缺乏客觀法規標準，有密不可分之關係。

有鑑於此，台灣室內空氣品質協會正式成立，本協會之宗旨，在於結合各界的資源與力量，向社會大眾消費者宣導重視室內空氣品質的重要性，和改善室內空氣品質治理科技新知，並由本協會建立一套室內空氣品質檢測認證標準，導入室內設計業、建築業等領域，並持續監督立法，加速通過台灣室內空氣品質管理法的完成，為國人室內環境品質及身體健康，盡一份心力。

Acknowledge	Man can survive for three days without eating while he or she can last for three minutes without breathing. Air is of extreme importance.
And	Mankind stays 90% of daily life indoors, thus having intimate relationship with air.
Believe	The World Health Organization announces: Formaldehyde incurs cancer.It is up to you to choose formaldehyde or safe life.
Fact	87% of indoor air quality in Taiwan is disqualified. Insecure building threatens health and life; tragedy is on the loose.
Reason	Precautions can be made for things taken via mouth whereas cancer cannot be prevented via nose. Of the most horrible and incurable cancer is leukemia.
Why	Crisis give gooseflesh; treatment is in no time. Although it may be late, the odds on cure are still favorable; the odds are poor only to those who are ignorant.
Lawmaking	Toxic nature of formaldehyde has drawn public attention, government intention of lawmaking, thus implementing Air Quality Control Act.
Warranty	Pollution cannot be ignorant; official environmental protection logo is warranty. Building up healthy environment makes secure, joyful life come true.

How to choose secure home?

We strongly need the person has a qualified designer who acquires insecure building prevention certification. And now the Japanese Insecure Building Association together with ROC Interior Designer Remodeling Association has made 339 certified insecure building diagnosis technicians who passed examination and acquired certification.
